I have very pale skin, and I am not allowed to tan because my family has a high risk of skin cancer... so I want to know what colors I should avoid and what colors look best.

One thing for sure is that you should ALWAYS avoid wearing pale colours. It does nothing to compliment pale skin tone. I have pale skin too and I think the colour red goes along really well with my skin. It even stands out and catches people's attention. PASTELS!!! They are great for light skin! I have very light skin too, (as well as long brown hair and blue eyes) and I love anything light or pastel. For a nice, classic look, try shimmering or glittering* accents in a darker shade of your dress. Example: Purple accents on a lavendar dress.
